got fined $500 for calling the fire department when there was "no emergency" when THE BUSH IS ON FIRE?????

i donttt know why it wont let me take a screenshot but my sims were sleeping when i noticed the bush outside was on fire so i had my awake sim call the fire department. they came and started arguing with my sim and said they were fining me $500 (in game) for calling when there was no emergency which doesnt make sense because the BUSH IS ON FIRE. has this happened to anyone before???
