Scale, mites, or disease?

Was going to bring my pepper in for the winter but I noticed this on the bottom of the leaves. It doesn’t wipe off or scratch off when I use my nail. My original thought was mites possible but there’s almost no pest “damage” visible on the plant and I would think mites would scrape away. Pls help
