4070 and 4070ti outperforms 3090 at 1080p?

Hey guys so i was checking some reviews https://www.tomshardware.com/reviews/gpu-hierarchy,4388.html, i mainly play fps games at 1080p and i am not interested in upgrading my resolution. Should i sell my 3090 since i am not using it to its full potential and just buy a 4070 or 4070ti or even a 4070ti super? will i actually gain more frames? i was under the impression that the 3090 is stronger than the 4070. Thanks. btw i have a 9800x3d for context.
