Foundation of new home

Hi guys, at first the foundations of our new house consisted of one block of reinforced concrete untill ground level. But now, the plans are changed to a small 70cm wide by 20 cm reinforced high concrete layer and sand lime bricks above that untill ground level. I read that this last option is weaker in terms of stability and moisture resistence. What is your opinion?
