Why would Charles Widmore hire Frank Lapidus?

Surely it's not a smart move to hire a pilot who attempted to blow the whistle on the plane wreckage discovery being a hoax? I'm making a recap of the series and honestly I'm struggling with this part of Frank's story and I don't want to misrepresent anything.
