Hanger keeps sliding off, what am I doing wrong?

No matter what size I use the same thing happens.

I put the sleeve on the cup. Put my penis inside the cup, slide the slide down onto my penis. And then pump out the air.

But within 60 seconds of hanging with a very light 2 pounds it slides off.
