Need Opinions on PC upgrade. Around $1300 budget USD

So here is what I have put together so far with my upgrade options. I play games like Rust and demanding story games like AC shadows, cyberpunk, and KCD2. I want to run these games and the best settings at 1440p, (4k if possible but most likely not within my budget). I also am frequently using the adobe suite, mostly Bridge, and photoshop. So a pc that can handle those fast and efficient is also important. I do live near a micro center, specifically the Sharonville, OH one. Some prices like the Motherboard, cpu, and ram are adjusted for one of the bundles. The opinions i need help on are as follows, my first GPU i have in mind is a used 7800xt( i am more than gladly willing to purchase most items used if safe), but i am willing to change to a different. I am also willing to use NVIDIA as well. I really dont want to spend more than 600 for the gpu. if the cpu needs change please help me on that. I also need opinions on cpu coolers, water cooling is nice but expensive, maybe thermalright??
