shader pre loading stuck

since the new update my shader pre loading has been stuck at 75%. ive waited 10 minutes without progress then restarted shader pre loading and restarted the game. now it gets to 7% fast but then gets stuck there too. restarted pc completely, same thing, again at 7%. anyone else having similar issues?
