Had Vander in his Lab the Entire Time?

Did Silco know that Singed was experimenting in Vander? Who else was aware? Could Jinx have known? Her breakdown in the season finale gave Vander wolf-like features. Silco talks about Vander like he's dead, we see see Silco talk to Vander's memorial statue when he could have just gone to Warwick's cell. If Silco didn't know wouldn't he have at least noticed a werewolf shaped hole in the Singed's budget?

Weirdly enough, I'm now remembering that Jinx never referred to Vander as dead, she just that Silco stabbed him in the back. But how would Jinx know and Silco didn't? Why wouldn't she tell Silco if she knew he didn't know? Was Jinx convinced that keeping Vander alive like that was good as long as Vander lived?
