Kenwood ts120s help

I got it for free and the guy said it’s not transmitting and it’s only receiving but I have looked and I. Can’t find anything that’s obvious and I’m confused by this it’s a mint condition one with the cooling fan and the schematics and owners card and all the files but I can’t figure it out
