Why was the Keating cross flyover project constructed?

I found a report commissioner by the BC government in 2014 to assess upgrading highway 17 long term, and the report seems to imply that it would of been more appropriate to upgrade the intersections at Haliburton or Mt. Newton before upgrading Keating. Both those intersections had more collisions, and their projects were projected to have a benefit-cost ratio greater than one (Projected economic benefits are larger than the estimated cost of the project), whereas the Keating flyover had a BCR less than one. Obviously things change over ten years but it seems like there were better places to spend money before upgrading Keating.
