Filed a I-130 petition since February 21 ( going to 4 years)

Is it normal to have this long wait time for an Alien petition. Biological mother at that. Last month I started getting week notifications (6 weeks , 5 weeks.) and that ended last week. Update is now saying “your case is taking longer to review” . I tried calling USCIS and got through but they didn’t give me any reason as to why it’s taking so long. They told me to go online and file some information request but the links where your supposed to add a date wasn’t working which kept giving me an error. My case got re assigned two years ago and apparently Brooklyn NY office is the worst when it comes to case reviews. I’ve given them all the documents they required and provided more documents In a timely matter. Can someone help or give me any indication on what to do because 4 years is a long time.
