Is trading CPI data considered breaking the rules?

Placed a trade and held for 30 minutes with a 200 dollar stop loss. Once the data came out, I was stopped out and immediately met with an ineligibility status on my express funded account. I'm really confused because my account only has a draw down of 300 dollars max, but now i can't trade on it? Is this a glitch or a bug? I can't seem to find any explicit rules that I've broken
