Surface Go 4 - Can it run android apps?

Hi! I've been researching this tablet as a programmer tool for my team att work and what we need is a tablet that can run software for windows and android. But I can't find any information that this tablet can use the linux subsystem? I know it is a theoretically yes, but I need a solid yes if anyone could give me that?
