I can't understand why people don't parley

First of all I'm not an aggressive player trying to 1vs1 everyone I like to have a peaceful gameplay. But I can't understand why everyone is so bothered when someone kills them(in a shooting game).You can just parley. Is it because of the ego that some people have so they never parley and then complain about someone killing them over and over again?
