$2000 stuck/ Need Help With Paypal setup

I started uploading on social media a few months ago, and now I’m monetized with $2,000 stuck in my acc. To withdraw it, the only option is PayPal, but PayPal isn’t fully available in Nepal and you can’t receive money. I only have a citizenship certificate, but apparently, a national ID is required. Is there anything I can do to sign up into PayPal and withdraw the money?
