Why did they never show Phil‘s mom?

Grace Dunphy was mentioned several times throughout the series. They dedicated a whole episode to her funeral… which was so sweet and apparently she was a great woman. We know both Claire‘s, Cam‘s and Mitchell’s parents. Why would they never cast someone to play Phil‘s mom?
