Can’t cancel my booking 6 months in advance (USA)

I signed up and paid the deposit for a balcony room on MSC Eastern Caribbean cruise departing Miami in May 2025. The cruise will depart the US but I did not book directly on msccruiseusa.com, I booked it through a travel agent who is based in France. I tried to cancel my booking and get my deposit back, but when I called MSC America they said this booking is not made through them and thus my travel agent in France must initiate the cancellation. I asked the travel agent and she refused to submit the cancellation. I know for MSC America the deposit is fully refundable if made more than 90 days for 5-14 night cruises. This cruise is operated by MSC America so it should follow the USA rules no matters through who I booked it with. So why can’t I cancel and get my money back. What should I do in this case? File a dispute with my credit card?
