please help with markers

So I have a mod and was trying to test late game stuff. I decided to test the operations with the encrypted stuff and I noticed the mission marker does not pop up where it tells me to build i'm very confused i'm doing a mission called homestead construction and I don't know where to build it happens on every operation, please help.
