Why doesn't IMP kill other demons anymore?

My best guess is that IMP used to be a lot more exclusive and under the radar with demons, as the law probably approves less of killing other people in hell than of killing humans in a different dimension

It seems like having demon targets as an option would get more customers, but they are avoiding it for some reason
