Does the manager mode just spawn really good young players? Without them being regens

I was recently looking for regens wirh France and found a 90 rated 21 year old with psg however he was born September 2nd and I couldn’t find a player matching so did that guy just spawn at 21 in my game at 90 rated or did I just not find him beforehand
