what is the threshold of popularity and devotion for ascending to godhood?

so from what i know you become a god if you have enough followers, but what's the threshold for this? to what extent do people need to be "followers". does being revered as a hero or prophet count? or do you actually need to be seen as a god? and how many people need to be followers? thousands? hundreds of thousands? millions?

depending on the factors here, would there be anything stopping a famous bard from ascending to godhood?
