Learner permit renewal fee??

I went to the DMV to renew my learner permit. The cost the first time I applied was $52 instead of $19 so that I could pay for my drivers license ahead of time. When I went to renew, it was another $52. Does that make sense if I'm renewing rather than reapplying? I thought I wouldn't have to pay that amount again. I should have asked the person at the kiosk, but I was so nervous and wanted to get out of there. Stupid.
