Perk Zero requirements?

So I just went straight through round 25 with no perks on LF. Bought perks on 26. Didn’t get the card.

I did SAM trials but none gave perks, just some aether tools, salvage, essence, and kazimir. I got a few items from the vault but again, I saw no perks. I packed my weapon twice and used some scorestreaks dropped by manglers/abominations. Does anyone know if any of these things break this challenge? Or what might break it? Just don’t want to do another run for it without knowing what I’m doing wrong.
