Some chargers won't allow battery conditioning on Bolts.

I confirmed this today, as I have 2 chargers and noticed one wouldn't condition the battery.

I monitored conditioning over OBD2 as I'm trying to figure out the behavior of thermal management system, and I noticed while plugged into my Pion charger the car would command conditioning then immediately stop, because the charger wouldn't activate. It showed that the charger was connected on the instrument display and gave no error.

My l1 portable charger didn't exhibit the same behavior.

There's clearly some kind of communication issue, and some quick Googling shows other chargers may be affected as well, as some people have reported problems getting departure charging to work, resulting in an "unable to charge" error, which is caused by the same communication glitch (which I was able to reproduce).

This is also a possible explanation as to why some people's batteries get cold soaked while plugged in, while others do not.
