Why has Wikipedia blocked editing access to most people of India?

From Mumbai to Delhi, I've checked in multiple cities and devices. Almost always, Indian IP addresses are blocked for editing by wiki admins and that too months long blocks.

Why don't we have our own Wikipedia.

And their articles tend to be very heavily left biased
