Referral

I have been referred for a GS-7 position. I am wondering if I may be able to request a step increase if I am offered. I currently work for the state as a contracting specialist and I have 14 years of military experience. (Contracting and Procurement) I expect to take a pay cut but I would like to stay close to where I am currently if possible. Any idea if this would be a reasonable request.
